Threats to Critical infrastructure and Cyber Informed Engineering  

Nation State cyber campaigns targeting energy critical infrastructure have evolved rapidly with more severe effects.  In particular, Operational Technology (OT) systems are being targeted by well-resourced, capable adversaries devoted to disrupting critical functions at a time of their choosing.  This discussion will focus on recent trends in the cyber-physical threat landscape, giving the audience an understanding of how the threat has evolved, and where it is likely headed given geopolitical realities.    We will also discuss principles and strategies of Cyber-Informed Engineering that asset owners and system engineers can utilize to reduce risks to these types of threats, and help maintain operational resiliency, even during an attack.

Victor Atkins

Victor Atkins is the Global Director for Executive Advisory Services for Industrial Cybersecurity with 1898 & Co., where he is responsible for consulting senior executives in critical infrastructure sectors about how to reduce risks and increase resilience of control system environments. He is also a former senior government official with over 15 years of leadership and management experience within national security and intelligence community sectors of the U.S. government. He has developed and implemented innovative programs connecting highly diverse teams to discover and characterize strategic cyber threats to critical energy infrastructure, delivering cutting-edge results that drive national policy and energy sector risk management decisions. Victor excels at driving transformational change within organizations and leading collaborative efforts between public and private sector entities to forge joint solutions to common security problems.

Mr. Victor Atkins received BS in Philosophy from University of Virginia and MS in Philosophy from University of California San Diego.

Mark Mattei

Mark is the Global Director, Industrial Control Systems Managed Security Services with 1898 & Co. He is responsible for managed security services across all critical infrastructure sectors. Most recently, Mark built, led and operated an IT/OT Managed Security Services Business. He is a retired Army Lieutenant Colonel, where he held positions as the Deputy Director of the US Central Command Joint Cyber Center, and Deputy Director for the National Security Agency/Central Security Services Threat Operations Center Counter Cyber Operations Office. 

Mr. Mattei holds BS in Mechanical Engineering from Worcester Polytechnic Institute and MS in Telecommunication from University of Colorado Boulder.
